This program assists rural areas with a population of 2,500 or less and are financially distressed with studies relating to predevelopment feasibility, design, and technical assistance. Communities must have a median household income below the poverty line or less than 80% of the statewide metropolitan median household income. Systems may allocate funding to the predevelopment costs associated with feasibility studies to support applications for water/wastewater disposal project funding, initial design and engineering analysis, and technical assistance in developing applications for financial assistance.
