If a major disaster is declared by the President, Congress may allocate additional funding for the CDBG Program as Disaster Recovery grants if there are crucial unmet needs for long-term recovery for the most impacted areas. This includes water and wastewater utilities. There are several steps that must be completed in order to qualify.
